I mean how it's Japanese rating is still for younger audiences. It's pretty much a children's franchise in Japan, like Shin Megami Tensei/Persona, which also gets slapped with an M rating here despite no real overt gore.

It's rated CERO C, which, according to IGN and all the other links that pop up when it's googled, means 15+.

CERO A is all ages
CERO B is 12+
And CERO D is 17+

The ESRB goes straight from T to M. While the 12+ could be considered the same as our E10+, that's usually reserved for E games with a lot of text (See: Professor Layton), so parents aren't buying overly difficult games for their 4 year old. We don't really have an in between from 13-18 rating like CERO, so it's rated M.

Also, just wanted to point out the other AA games in Japan are rated CERO A, so this did jump pretty high up in ratings over there, too.

@TitanXL Japan=/=North America and vice versa. What is a children's/teens franchise over there may be targeted towards adults or younger children over here and vice versa. Also, the ESRB isn't really strict on gore. It's mostly strict on more "sexual references" which I know is stupid, since it shows that people in the NTSC region have some issues with the human body, which I know is not true, plus it's hypocritical, since you see loads of models doing raunchy poses on magazines and all that other good shit, as well as nude, uncensored shit, but at the same time, CERO is just as stupid as the ESRB in the sense that CERO are crybabies over violence, which why Infamous is a CERO Z, which is like their AO ratings, despite being only a T over here, as well as COD, which is butchered to hell and back and still rated CERO Z, which is also hypocritical on Japan's part, since that seems to be a problem, yet the PG-12 Princess Mononoke probably has more gore than the COD series combined.

This scenario isn't actually in the game, Capcom just made it up for trailers and stuff.
